A search of the US Copyright office for all copyrights owned by AASHTO (or AASHO, since it was known by that name at the time) did not reveal any specific copyright on the shield, but the shield appearing in a book they published could be enough to trigger Copyright protections. I've heard numerous places that the AASHTO claims copyright on the shield design. Other shields including Image:Interstate 195 MA.gif, Image:Interstate 195 RI.gif, Image:Interstate 295 MA.gif, Image:Interstate 295 RI.gif, Image:Interstate 381 Virginia.gif, Image:Interstate 895 MA.gif and Image:Interstate 895 RI.gif also don't have an SVG equivalent yet, but the shields mentioned are unused. For example, for the fresh for the Superbowl rebuild of the Jeffries Freeway (I-96) in Detroit, MDOT replaced all the signage, including the Interstate shields, with Clearview based ones.
